Excel Consulting Services in Virginia
Virginia is the only state where cities belong to no county at all. All thirty-eight of them are independent, each with its own government, its own rates and its own records, which makes a city line here a full jurisdiction boundary rather than a municipal one. Every city below has its own page. Find yours.

Before you pick one
In Virginia, the City Line Is a Jurisdiction Line
Everywhere else a city sits inside a county and shares its administration. Virginia does not work that way. These thirty-eight cities are independent of any county, which means each one sets its own business rates, keeps its own records and files on its own terms.
The practical effect is that locality stops being context and becomes data. A business with work in Richmond, Petersburg and Colonial Heights is not operating in three parts of one area; it is operating under three separate jurisdictions, and the license and gross-receipts obligations that go with them are set locality by locality rather than statewide.
Almost every workbook we see in that situation handles it the same way: a column appears when a new locality is added, the rules for applying it stay with whoever set it up, and two years later the file records the order things were discovered in rather than how the business runs.
Beyond that, the state covers an enormous range. Federal contracting in the north, a port and naval economy in Hampton Roads, state government in Richmond, universities and processing in the valley, and coalfield and manufacturing towns in the southwest. The city pages carry those differences; this one carries what the structure forces on all of them.

Virginia independent cities — schematic, not to scale
Northern Virginia
Northern Virginia and the Corridor
Seven cities around the capital region and up the Shenandoah's northern end. Contract-funded work, professional services billing time, and some of the highest occupancy costs in the state.
Excel Consulting Services in Alexandria, VA
Federal contracting and professional services, where work is funded on a period set by somebody else and almost never lines up with the company's own year.
Excel Consulting Services in Fairfax, VA
Consultancies and contractors selling hours, where utilization and realization are separate leaks and most firms report them as a single number.
Excel Consulting Services in Falls Church, VA
One of the smallest jurisdictions in the country by area. Occupancy cost per square foot is the binding constraint and almost nothing reports against it.
Excel Consulting Services in Manassas, VA
Light industry and data infrastructure along the corridor, where power and continuous operation make the cost base behave quite differently from an office one.
Excel Consulting Services in Manassas Park, VA
A very small city carrying a full jurisdiction's worth of reporting, usually with a handful of people and one spreadsheet doing several systems' work.
Excel Consulting Services in Fredericksburg, VA
Caught between two metropolitan areas, so local trade happens either side of a long commute and the trading day has two peaks rather than a level.
Excel Consulting Services in Winchester, VA
Distribution and orchards at the top of the valley, trading against a cost base far below the northern corridor's while competing for the same labor.
Hampton Roads
Hampton Roads and the Coast
Ten cities around the harbor and down to the ocean. Port, shipyard, defense supply and tourism, with contract cycles and seasons both set well outside any one city.
Excel Consulting Services in Norfolk, VA
Port and naval activity, where work arrives on award cycles decided elsewhere and a forecast built on last year describes a different set of contracts.
Excel Consulting Services in Virginia Beach, VA
Season concentrated into a handful of weeks, where what is sold is perishable capacity and an unsold night is worth nothing afterward.
Excel Consulting Services in Chesapeake, VA
One of the largest cities by land area in the state, so a service business here is pricing travel into every job whether or not the file records it.
Excel Consulting Services in Portsmouth, VA
Marine trades and repair work, where a job runs across a long window and costing it by month rather than by job hides where the margin went.
Excel Consulting Services in Suffolk, VA
Agriculture and distribution inside one jurisdiction, which puts two unlike cost structures and two unlike seasons in a single set of books.
Excel Consulting Services in Hampton, VA
Defense and aerospace suppliers reporting into prime contractors, where the customer's reporting format is retyped by hand every cycle.
Excel Consulting Services in Newport News, VA
Shipbuilding supply chain with contracts measured in years, so committed work is priced long before the costs behind that price are known.
Excel Consulting Services in Poquoson, VA
A small, low-lying city where insurance is one of the fastest-moving lines in any budget and is usually escalated at a general rate.
Excel Consulting Services in Williamsburg, VA
Tourism and an academic calendar in the same market, which produces two demand patterns that a monthly report averages into neither.
Excel Consulting Services in Franklin, VA
A small city whose economy has turned over more than once, where one large employer still moves most local businesses' revenue with a measurable lag.
Central Virginia
Richmond and Central Virginia
Nine cities from the capital down the I-95 corridor and west into the Piedmont. State government, continuous-process industry, two university towns and several places rebuilding after a dominant industry left.
Excel Consulting Services in Richmond, VA
The state capital, where agency and contractor reporting runs on a fiscal year that matches neither a calendar year nor most companies' own cycle.
Excel Consulting Services in Petersburg, VA
Manufacturing and distribution south of the capital, where files built for a smaller operation are still carrying a business several times the size.
Excel Consulting Services in Colonial Heights, VA
A retail corridor serving a catchment far larger than the city itself, so the market is a drive time rather than a boundary and the denominator is usually wrong.
Excel Consulting Services in Hopewell, VA
Continuous-process industry, where a shift crossing midnight splits every daily figure across two rows and the floor stops trusting the report.
Excel Consulting Services in Charlottesville, VA
A university town where the trading year runs on terms rather than months, and a quiet summer looks like failure in any monthly comparison.
Excel Consulting Services in Emporia, VA
A through-traffic economy on I-95, where demand is a function of vehicles passing rather than residents and nobody has measured capture rate.
Excel Consulting Services in Lynchburg, VA
Manufacturing alongside several colleges, which means two demand cycles in one city and cost models that were built for only one of them.
Excel Consulting Services in Danville, VA
A city that rebuilt after its dominant industry left, where historical baselines describe an economy that no longer exists.
Excel Consulting Services in Martinsville, VA
Small operations with long institutional memory, where the spreadsheet has become an extension of one person's knowledge and enforces none of it.
Shenandoah Valley
The Valley and the Blue Ridge
Six cities along the valley floor and up into the Blue Ridge. Processing, manufacturing and two college towns, several of them dominated by a single large employer.
Excel Consulting Services in Harrisonburg, VA
Food processing and a large university in one city, so the labor market and the trading calendar are each set by a different one of them.
Excel Consulting Services in Staunton, VA
Visitor trade concentrated into weekends beside steady local demand, two patterns that a weekly average describes badly.
Excel Consulting Services in Waynesboro, VA
Manufacturing on the valley floor, where cost per unit is a chain of components and the reporting gives only an average.
Excel Consulting Services in Lexington, VA
Two colleges and a tourism trade in a very small city, which makes the academic calendar the single largest driver of a trading year.
Excel Consulting Services in Buena Vista, VA
A small industrial base where one failure stops the week, and where mapping what has no substitute is worth more than any dashboard.
Excel Consulting Services in Covington, VA
A mill town where one employer moves nearly every local business's revenue, and the exposure is measurable even though nobody has measured it.
Southwest Virginia
Roanoke and Southwest Virginia
Six cities from the Roanoke valley out to the Cumberland Gap. A regional hub, a university and arsenal town, and the coalfield cities at the far end of the state.
Excel Consulting Services in Roanoke, VA
The regional hub for a wide area, where healthcare and transport businesses serve a catchment measured in hours rather than in city limits.
Excel Consulting Services in Salem, VA
Its own jurisdiction immediately beside Roanoke, which means two sets of local obligations for anything operating across the line.
Excel Consulting Services in Radford, VA
A university and a large industrial facility in a small city, giving it both a term-driven trade and a single-employer exposure at once.
Excel Consulting Services in Galax, VA
Manufacturing and a visitor trade built on the area's music, where two unlike revenue shapes sit in one set of books.
Excel Consulting Services in Bristol, VA
A state line runs down the main street, so staff, suppliers and customers routinely cross between two states' rules in a single working day.
Excel Consulting Services in Norton, VA
The smallest city in the state, serving the coalfields, where distance and a thin supplier base decide more than any industry does.
What we do
Excel Consulting Services Offered Across Virginia
Six areas of work, available in all thirty-eight cities. Which one you need follows from your trade rather than from your locality.
Structure
Locality as a Field, Not an Assumption
Which city a transaction, an employee or a job belongs to, recorded as data. After that any locality's figures are a refresh rather than a reconstruction.
Related: Excel consulting
Automation
Recurring Filings, Generated
Where several localities each want their own return on their own date, rebuilding each by hand is where the week goes. Generated from stored rules, it becomes a refresh.
Related: Excel automation
Code
VBA and Macro Development
Where a process must run identically whoever starts it, or where one person's knowledge of the local rules needs moving into the file, code is what does it.
Related: VBA and macro development
Reporting
Reporting by Locality and by Period
Figures for one city, several, or the whole business, out of one dataset. And on the period that actually explains the trade, which is rarely a calendar month.
Related: Excel reporting
Modeling
Models Built on the Real Drivers
A federal award cycle, a state fiscal year, an academic calendar, a season or a single large employer. Whichever drives your workload belongs in the model as a named input.
Related: Excel financial modeling
Support
Expert Help and Team Training
Often there is no project at all, only a file that stopped adding up in the week a local filing is due. A call, your own workbook on screen, and the reasoning left in writing.

Who we work with
Industries We Serve Across Virginia
The six areas JAAD Group covers, described as they appear across the state's regions.
Finance and Accounting
Cash flow management, P&L tracking, budget analysis. Businesses carrying separate obligations in every independent city they operate in.
Manufacturing & Logistics
Supply chain analysis, production scheduling, vendor performance. Port and shipyard supply in the east, processing and plants through the valley.
Real Estate & Construction
Investment models, cost forecasting, expense tracking. Contractors working across jurisdiction lines on a routine basis.
Healthcare & Insurance
Patient record systems, policy tracking, compliance reports. Practices and regional providers serving catchments far wider than a city limit.
Retail and E-commerce
Inventory monitoring, sales tracking, profit calculations. Trade driven by a season, a term, a commute or passing traffic depending on where you are.
Education & Training
Enrollment reports, course progress dashboards, grant tracking. The college towns, and anyone reporting to a funder on the funder's calendar.
If your industry relies on Excel for financial analysis, data tracking or reporting, we can optimize and automate your workflows to save time and improve performance.
How it runs
Working With an Excel Consultant Anywhere in Virginia
Five stages, identical in all thirty-eight cities. The first costs nothing and a fair number of enquiries end there with advice rather than a quote.
Say what the file should produce
The answer it is meant to give and the point at which it stopped giving it. Sending the workbook makes the conversation far more useful, though nothing depends on it.
The file and the routine get audited
Where the data comes from, who touches it, and what gets corrected every period. Those repeated corrections usually sit on top of the real fault.
A written scope with a price
Both agreed before building starts. The file has been examined by then, so leaving either open-ended would be a choice rather than a necessity.
Build where you can see it
Working versions as they appear rather than one delivery at the end. A correction in week one is cheap; the same correction in week four is not.
Hand over properly
Workbooks, macro source code, written documentation and training for whoever runs it. A tool only its builder understands has moved the risk rather than removed it.
Who does the work
Jeff Mattus
Owner & President, JAAD Group
JAAD Group is Jeff Mattus, working from Las Vegas. He founded the practice after more than twenty-five years building Excel and Office systems, coming to it from a Computer Science background rather than an accounting one, which is why a workbook that has stopped scaling gets treated as an engineering problem.
The work has run across finance, healthcare, technology and real estate. That range is why a first conversation usually produces a diagnosis rather than a discovery phase, and why a problem in one Virginia industry is often recognizable from another that looks nothing like it.
Everything is delivered remotely, which is why the practice being in Nevada has no bearing on a Virginia engagement. Nothing waits for a visit and no part of an invoice is travel.

Why a specialist
Why Virginia Businesses Use a Dedicated Excel Consultant
One discipline only
Excel, VBA and Office automation are the whole practice, which is why a first-call diagnosis is usually right and the estimate close to the final figure.
A page for your actual city
Thirty-eight cities, each written around its own economy. You are not reading advice assembled for somewhere else with the name changed.
Built for independent cities
Locality belongs in the records as a field. A workbook that treats it as background cannot produce one city's figures without rework.
Clear about where we stop
What is owed to which locality is a question for your accountant. Holding the right facts and computing consistently is ours.
Documented at handover
Written explanation, source code and training are part of delivery, so the tool survives the next hire or departure.
Remote, so distance is irrelevant
A business in Norton gets the same service as one in Alexandria, nothing waits for a drive, and no part of the fee is travel.
Questions
Frequently Asked Questions
Which Virginia cities do you cover?
All thirty-eight independent cities, each with its own page: seven in Northern Virginia, ten around Hampton Roads, nine through Richmond and central Virginia, six in the Shenandoah Valley and six across the southwest.
The full index is above, grouped by region. Counties are not listed because none of these cities belongs to one.
Why does it matter that these are independent cities?
Because a city line here is a jurisdiction line. Elsewhere a city sits inside a county and shares its administration; in Virginia these thirty-eight do not, so each sets its own business rates and keeps its own records.
For a business working across several of them, that turns locality from context into data: every relevant record needs to say which city it belongs to.
We operate in three Virginia cities and the reporting is a mess. Why?
Almost always because locality was handled as it came up rather than designed in. A column appears when a new city is added, and the rule for applying it stays with whoever set it up.
One stored table of obligations, with each period generated from it, replaces that. The real test is whether the file can be handed to somebody else, and the accumulated kind cannot.
Do you handle the local filings themselves?
No, and that boundary is worth stating. What is owed to which locality, and on what basis, is a question for your accountant and nothing here replaces that advice.
Our part begins once those answers exist: holding them as stored rules, generating each period from them, and reporting what is open so nothing is missed.
Why does each city have a separate page?
Because the problems are genuinely different. A Virginia Beach operator selling perishable season capacity and a Hampton supplier retyping a prime contractor's reporting format do not share a problem.
Each page is written around that city's own economy, which is why the notes in the index above all say different things.
You are based in Nevada. Does that work for a Virginia business?
It works without difficulty, because every engagement is delivered over a shared screen and that is identical at any distance.
It also means nothing waits for a visit to be arranged and no part of the invoice is travel time.
How much does an Excel consultant cost?
Scope decides it, which is why the file is examined before any figure is discussed and why that examination is free. A formula audit or one automated report is small and fixed-price.
In every case the deliverable and the price are agreed in writing before any building begins.
Do you work in other states?
Yes. There are separate pages for Nevada and California, each with their own areas.
The method does not change across a state line. What changes is the local structure and the regional cost base, which is what the city pages carry.
Send Us the Workbook
Describe the problem or attach the file, whichever city you are in. You will get a straight assessment of what is wrong and what fixing it involves, before anything is agreed.
